Running that far away from design conditions on a C3 splitter, you are definately going to see degradation in control performance as you indicated. I assume the tower was tested close to fully loaded and now you have backed off. What operating regions will the tower be operated in? You may be able to get away with a couple of models, one at the fully loaded condition and one at the reduced rates. Will you be ramping up and down between the two rates on a frequent basis or is it more of a step change? How often will the unit switch operating modes?
