I believe that the reason that the whole controller shuts down is due to the point in the controller cycle at which the imbalance is detected.

For example if a sub-controller detects that a critical variable has gone bad, it detects this during the input variable validation, before the LP is run

But .. if a ramp is imbalanced this is not detected until the LP solution has completed and failed to "balance the ramp"
If a single sub-controller was switched off this would require a second LP solution, with no guarantee that there is enough time for it to run

So as a pragmatic solution the whole controller is switched off
